All newspapers have graphic design departments to produce advertising material, and usually there is a great turn-over in staff in those departments, as youngsters learn the trade and move on to greener pastures (larger corporations). Your chances probably are good to start off in a newspaper graphics department, and being in the advertising game, finding somethings better suited to your needs soon enough.
