How do you get people to do a job that they really don’t want to do?

I just had a huge inspection and because of the results we had to fire 5 people, top boss, mid-level supervisor and 3 workers. I have a follow up inspections in 3 weeks. How do you re-engerize a shop to do the job and to do it well?
